Is the Philippines the 3rd largest English speaking country in the world?

WE don't hear people speaking in English on the streets. No one preferred to speak English more than Filipino or their vernacular languages in most situations. We speak badly pronounced rhotic Philippine English. And the quality of education in the Philippine to be able to educate students about the English language is abysmally poor. Why project the Philippines as the 3rd largest English speaking country in the world?

I think that claim was in part due to the significant number of Filipinos who CAN speak and understand English. This ability however does not correspond excellence in using the language. No matter what the authorities claim, I think it's a shame to regard ours as the 3rd largest English-speaking country. It's a shame because we do not really respect the language or worst, any of our languages. Only a few can speak two or more language coordinately. We had pidgin English... English mixed with Filipino and any other languages. But in a way, that claim might gain its substance from the rising number of our call center agents and those who study the language in preparation of their career abroad.

the tag is not really accurately and appropriately correct. We don't deserve it. there are a lot of English-speaking countries around the world who fluently and eloquently use English as their street language. ^_^
