A psychologist has a doctorate degree in psychology.
A psychiatrist has a degree in psychology as well as a medical degree so that the psychiatrist is able to prescribe medication for the psychological condition as well as other therapy.

A psychologist has either a master's degree in psychology or a Ph.d. in psychology or an Ed.d. or a Psy.d. (all of these are doctorate level, with exception to the first one mentioned.) Again, one is a psychologist with certification and a master's degree in psychology or above.
A psychiatrist is an m.d., that is physician, and some study in psychology, but not necessarily that much. He/she specializes more in medicine, whereas the psychologist specializes more in behavioral treatments and therapy.

A psychologist cannot prescribe medicine although they can be a 'doctor' by possessing a doctorate degree. A psychiatrist IS a medical doctor (went to med school) and can prescribe medications.
