Simple just go to Paypal.com and register for your account there are various types of accounts, you can register for a free account (it has a few restrictions etc., just read the rules and then apply for an account). However, you wont get Rupee as a choice of payment, so you have to go for other currency like Dollar, Pound etc. Anyway best of luck with your new Paypal account.

Just register at their website www.paypal.com. Just make sure to read carefully. Paypal isn't fully functional in some countries in Asia yet. Some countries can send money from PayPal but cannot receive so you can only use it to make purchases.
