You're right, there are a lot of scams out there. I would say that the majority of make money online offers are in fact scams. If it sounds too good to be true, then it is. If they ask for any money to "get started", then it is most likely a scam. I wouldn't give any of these sites a single cent, and certainly don't give them any of your personal information, especially paypal information, unless you have researched the offer and are sure that it is legitimate. It's too bad that these sites can't be banned; I really don't know if there is anything that could be done about this. As for this site, I can tell you that they do pay, in fact they pay earlier than promised! I have received 2 payments to my paypal account already, and I haven't heard of anyone here having problems getting paid.
