Is Harper trustworthy?

I dont pretend to know an awful lot about canadian politics, but i was talking to my girlfriend in ontario last night and she was reading out the budget that was just released. apparently he renegged on alot of pronmises to the provinces. such as allowing alberta to keep some oil revenues, as well as N.L. From what i understand, the only province that benefited was Quebec, and its speculated and i may agrea, he only gave to them so that the bloc quebecois would side with him and his position as prime minister would not be in danger from a no confidence vote

I don't know whether I trust Harper or not. He is, afterall, a politician. And he has that smarmy look about him.
