In my country, we can subscribe to unlimited usage of internet at broadband speed. That means we can use the internet 24 hours a day. Surfing at internet cafes are relatively cheap here but mostly students use them. Professionals and the working group would either do it from their offices or work places.
Besides, there is free wifi in many fast food outlets and bistros.

I surf the net from home mostly. I've had to go to the internet cafe here in town a couple of times when my computers on the fritz. I'm not sure of the conversion rate but in canadian dollars I pay $2.98/ 1/2 hr or $5 for a full hour. Or I can go to the library and surf free for 15 minutes on their computers.
