I think the question starts with the fundamental structure of law itself, which in my opinion is a flawed system in the first place, as every system is essentially flawed. The 'problem' and the 'strength' of law is that it is black and white. There is no room for 'grey' areas, although I imagine they are often coaxed out into the courtroom.
There are mighty few laws that a governement as the 'creator' of those laws cannot nullify...

i don't know. some people that have money seem to get off pretty easy when they get in trouble. i think it has more to do with who you know and how much money you have.

In our most of the time this statement is split in to two. One is " No ordinary person is above the law". The last one is " Every influential person is above the law". The second category includes most of our politicians and Government officials and Business men.
