How to get higher page rank?

I just checked my pagerank for my blog. http://myquesttoearn.blogspot.com It turns out I have a pagerank 0/10!! How do I get this rank higher?

The content of the blog must be good quality and the users that will visit it will rank it.

I'm not sure maybe you should write good content on it and by time it will get more ranking. unique and genuine content is needed to get qualified as good content. I get rank 2/10 from my blogs http://boysfromthepast.blogspot.com
