we including the person thats corruption?

Maybe we should follow the china anti-corruption program.
For those who proved to do corruption will be shot or hanged or at lease paralyzed. Indonesian people won't stop the corruption if the punishment is not hard.
Remember Petrus "Penembak Misterius [Misterious Shooter]" who killed bad people when Suharto was the president ?

in my top two list:
- good will from the top leader
- law enforcement, supporting by strong action in cleansing the regulating body (e.g. court, police)
