It means surrendering. Or peace. It really depends on what situation.

Usually when some says they are going to raise the white flag it means that they want to surrender or give up the fight.

it depends on whatever situation it was raised. if it's war, i think it means surrender although i'm not sure

White flags are used to denote surrenders. If enemy is seen coming carrying a white flag, you are not to fire on them. sometimes, people will use them as a sort of trick, which is a war crime.
