Building a safelist

I have seen 100 different offers for helping to build you a safelist. Double opt-in, specifically targeted, yada yada yada yada. You end up with everyone sending you emails about everything under the sun outside of your interest picks and You have a big doubt that yours are even getting there forget being read. Well I figure since there are a lot of people here with a wide verity of interests that the best way to actually make a safe list is to start a discussion on it and watch the responses to see who is interested and what kind of list they are interested in and everyone could build off that. the only thing I am really looking for is to get more hits for my webpage and a few people who might be interested in getting more a newsletter then an email a couple times a month with a list of new opportunities. I have run into. I found one really Nice paid to post blog site but I havent been posting long enough to actually join them. But I would love to hand that to someone who could use it then later I could signup under them. Unless someone knows a better way to get a nice list of emails to send to without breaking the canspam rules Id love to hear about it.
