more the rich must cause more the poor?

I discover that the rich and the poor are becoming more and more in my country. Twenty years ago, it is to find a millionaire and a beggar. But today, it is easy to find the beggars in the street. So I have the feeling that, the wealth is limited and is collected in little poeple. The government is also realize this condition and it hold some measure to decrease these phenonenon, but the effect is not well. If the world want to be peace, I think, the distance between rich and poor should be narrow.
