Wow, I can not imagine temperatures so cold brrrrr! Today it got to 38C and the next 2 days are expected to be 40C. Even our coldest winter day rarely gets below 12C. I can understand your fear of taking your little girl out in that weather, I don't think I would be either if it was not necessary.

If you don't need to go out - dont go. You know the old adage...if in doubt, don't. Why risk it? Unless you can go from house to garage to car to wherever you have to go without exposing the babe to changes of temperature it's just not worth the risk. She's only 7 months isn't she..still too little to have built up any resistance to extreme conditions like the ones you are experiencing.

I understand when my sons were all littl I hardly ever took them out in the winter but if I had too I would make sure that they were bundle up really warm and I always put a cover over their faces so they could not breathe in the cold air

Well that is a bit cold. You would have to swadle her up so much that she would get lost in all of the swadling, hey she may even make her own play area in the middle of it. Just through some toys in and shell be happy HHA HAA. I little funny in cold weather can go a long way.

If you need to go out, go out. Wrap your little girl up really well. Make sure you cover her FACE and any other exposed part of her body, and just go ahead and go.
Do you drive? Do you have a car seat that pops into and out of the base really easy or is your daughter to big for that? Because if she is in one of those still, you can just put her in that, cover her up with a blanket, and then put one of those covers on that encloses the whole thing and just has a small zippered area right over the face so you can unzip it when she's in the car.
Otherwise, just put her in a snow suit, wrap her in a blanket, and then put another blanket over her that covers any exposed skin.
If the weather isn't too cold for you to go out in it's not too cold for her to go out in as long as you keep her well covered. After all, there are many moms that work and take their children to daycare everyday right?
I just go ahead and take my son out when I need something as long as the temperature is above -20F. And he hasn't ever been sick from it.
