I live in a town that is pretty poor and people are always approuching me for money. I don't have alot of extra with 4 children of my own. Alot of times if it is for food I will offer them some food rather than money. Alot of times they won't take food. Are they really hungry or are they spending it on drugs and alcohol?

in my native country we also encounter with beggars every where and they always asked for money in the name of food or explain that they need medicine or what so eevr. but when you offer them food or offer them to buy them emdicine then they immediately refuse your offer and eevn trying to neglect you by then. i heared sevral stories that there is a big group who gather these people to work for them and they also monitor there beggar groups... so most of them just ask for money coz of them.

odds are they are not spending the money on food and clothes. If you offer them food and they will not take it, you should take the food to someone who really needs it. The wellfare system is not working very well if a society has too many beggars. Noone should have to beg for food!

Any time I'm asked for money for something specific I offer to get them what it is they're needing - either they take it, or they don't. I figure if they're willing to ask for money and not take what they're claiming to use it for, they're probably not using it for what you think.
