i know this is kinda illegal but i will teach you anyway Opening CMD:First Start Run CMD OK Shutting computers down:now that we are in CMD type "ipconfig"if im correct you should see alot of IPs from the people around you, if you want to be sure you have the good ip ask ur neighbour to go to whatsmyip.org u should see his ip adress in the above part of screen Back to CMD now type "shutdown -i in the command promt a new white windows will pop up now press add and fill in you neighbour IP adress in and then write a little message just for fun hehe and press ok he will recieve the order you sent hehe Making an Admin Account it dont take time and its very easy just type net user "the name you want" here/add after that type "net localgroup administrators "the name you choiced"/add hehe well done you have a admin account some computers made the account with password the pass word is just "here"I really hope you positive rate me it damn take time to write hope you like it i dont take responsability for what you do i am a profesional hackers and self maded this guide (remember you not a good hackers cos you can this) still long way to go: ) hope you enjoy
