Drug use in teens

I know my son smokes pot, but I also suspect he may be doing something else. He says no, and I've spoken to him about the pot smoking, but he said no he doesn't do that. Anyhow, I called my local clinic and they told me that even though he is underage I cannot force him to go to a drug program, he has to want to go voluntarily. I live in California and is this true? Does anyone know? I really want to help him but I don't know where to start and what rights do I have have far as forcing him to go to a program.
