Stripped (of wallpaper) ceiling needs skimming?

I have stripped the terrible tectured wallpaper off a ceilng and low and behold the wallpaper was covering cracks and blemishes. In addition to this the texture of the wallpaper has created hundreds of thousainds of indentations `dimples' in the plaster which I fear will show through clearly when I paint it. Should I attempt to sand down the plaster or would getting someone in to skim the surface be a better idea? Is skimming meant for this sort of job?
