diversity factor

hi there,
this ahmed here a mechanical engineer, iam in dilamma that ...... a diversity factor is used (in chillers)to increase the chiller calculated load to be safe design purpose but it is also for cost effective analysis? please clarify

Ahmed when I was doing airconditioning I did a worst case at 115F and full occupancy. SInce it will almost never see that I had reserve. I also had capacity for hot days so reasonable draw down times. Lots of restaurants heat up at meal time even when temperature is less than 100. Inadequate capacity I think.
