Toyota in America

I just saw a commercial for Toyota, advertising their plants in America and how much revenue they are generating for the US. Does anyone else find it interesting that "foreign" car companies are coming to America while "American" companies are going abroad? What does this say about the business? If Toyota can afford to have plants in the US, why can't Chevy?
