Network Error (tcp_error) on a winxp apache server

pls help me. i disabled my firewall, i dont use a router, i have a adsl connection. when i try to connect to my webserver i am getting:- Network Error (tcp_error) A communication error occurred: "Operation timed out"

u better use redhat linux for webserver. or many isp's block the port 80 of a customer to public, try using a different port

leave winXP. the future of servers are unix servers. Winxp doesn't permit the Chmod. Absurd
