Dean Koontz writes science fiction/horror books. Most of his books deal with genetic engineering, other scientific "advances," or special powers like ESP. For a first time reader, I would suggest Watchers. Of course, I have read every book of his that I could find. lol

And the scariest thing is: if you read about the scientific research in newspapers, it is too easy to see the stories happening in real life.

I've been reading his books since i was 15 (long time ago ) first started with lightning, which i've since read about 7 times or more. Only one so far that i haven't been able to get into and thats "icebound" its just not what i'm used to from him, but then i haven't given it a fair chance yet.
