Why liverpool unstable?

We know that the performance of liverpool is not stable,sometimes excelent somtimes like baby learn to kick, and of course the fans will be upset. So what's the main problem? I hope with the new investor from USA could recover the liverpool performance

it is because the players haven't manageble each others yet, so they can not improve their cooperation quality
