Company Rules and Regulations VS. Humanitarian and Social Obligations

Last week I received a telephone call from a former colleague who was a Human Resource Manager of a well known Company. He wanted to ask my advise on a certain issue which was about to involve a relatively large number of employees in the company and infringe on the rules and regulations of the company. A manager of a certain department came to him with a request for him to instruct the Human Resource Department to "spearhead" a "charity collection" for the former "Plant Director" who had retired just over a year ago. This manager was rather "close" with the former Plant Director and explained to the Human Resource Manager that the former Plant Director was facing financial difficulty and needed assistance. The Human Resource Manager knew right away that he would be violating company rules if he allowed "his people" to officially put up a "notice" with his signature on it and to circulate a donation envelope... Dear Mylot gurus, if you were in the Human Resource Mananger's shoes, what would your reply be to this manager's request and what course of action whould you take about circulating a "donation envelope?"
