Can Anyone Tell me a Site Whic may have any Tutorial about Building My Own WeBsites?

It all depends on which way you go about it. If you're planning on hosting it on a site that has an inbuilt website builder then no doubt they will have their own instruction guide/tutorial.
If you want to build a site first try using someting like NVU that has a help guide built in.
Other than that try searching for it - you may end up with several different pages that give you useful information on individual aspects of building your site.

Which May Host Big Size Files like 3GB.
How Much will it Cost for such a Domain?

Well to be honest there are not many really good tutorials leading you through making a website. You just need to use trial and error to get good at making a website. Go to www.piczo.com and create a website there. It leads you through it. That is where I started and I am now quite good at making websites. I Can use html php and a bit of java.

There are tons and tons of websites online that tell you how to make a website. It is not the best thing to go by the tutorial, as it limits you in your learning.
My suggestion is to read up on several tutorial sites, practice and learn the programs. Only then should you make a website.
Remember, you won't be a professional website builder over night, it takes a lot of work to learn all the languages.

What kind of website are you talking about here? When you want to have a website, you need a domain and a hosting. Some good hosting sometimes provide you with a page builder for you to make your own website; which means you don't even have to bother yourself learning to do it from the scratch. The template is there for you to use.
Now, when you are talking about a free one, you could start to have your own subdomain web. For instance try to make a free blog website. Again, you could find lots of these when you do a search on the search engine.
I can tell you some, i.e netvines.com, multiply.com, blogger.com, wordpress.com
