Sparing the Rod and Spoiling the Child

It is a biblical principle not to spare the rod. I believe in this concept but it should not be abused. There are a lot of spoil children that in their adult life does not respect their parent or the law. I know there are other means to discipline children but there are instances when you had to spank them. In our country it is ok to spank a child when he/she does something wrong. But not to the point of beating the child black and blue. That is not ok with me. A few slap on the butt is enough and the child would remember what he/she did is wrong. In America I think a child is instructed to call 911 if the parents spank them, which I thinks is totally ridiculous. I once read of a child in America who killed another child deliberately because he knows he would not punish because he is minor.
