should grades be based on effort?

It would create a lot of problems. How would a person be able to prove how much effort they had put into something. Also sometimes the effort is not really relevant e.g. I know of a number of girls who will put a lot of effort into making their work look pretty, but that does not mean there is anything of substance there. So I think the only way work can be graded is on knowledge of the content.
