I only use geocities and tripod. Tripod is better. Both of them has free web building tools so it's easy to make the web pages. You can use tripod with multiple pages. And with tripod you can make lots of websites with just one account name. By the way both are free.

The best free webhost with a site builder is http://www.freewebs.com The site builder is simple to use, and you can upload virtually anything. You can also upgrade to a really great full service site if you wish. If you have pages already built, the best free site is http://www.angelfire.com. The web shell is pretty good, and you can actually pretty much upload and store what you want. Both these sites are reputable and well established.
