What am i to do with beggars in the streets?

This feels difficult.
Today i was out shopping with two of my children. The daughter needed clothes for a birthdayparty. We have hardly come to town before a young man reaches out and wants to give me a rose. I take it smile and am to walk off, then he gives me a card that states he has disabled familymember at home and please would i pay for the rose, whatever amout i would choose myself. I just put my hands in my pocket and pulled out close to 25$ and just gave him them. Afterwards i thought oh my 25$ im stupid! I gave that rose to my daughter, you keep that safe it was very expensive! Longer down the street is another man standing asking for money for afrika and its hungry children. I then had a few coins, around 2$ which i put in his tin (not sure what its named. Later on a lady wants to give me a rose, now my daughter has thrown away that rose we got and im frustrated. I tell her politely, no, we bought a rose today. She goes awwww, and looks sad. But then the guy we got a rose from shows up and greets me with a big smile, i say hi back then proceed to walk. My son walks slowly, so i have to turn back to ask him to please speed up. I then see them pointing at me, smiling big, and talking loudly. Good grief!
They come from Latvia, Lithuania, Russia and god knows where to beg for money to take home. They must earn a pretty big amount (for them) since they keep returning. Some play an instrument, some hand out roses. Some just sit there.
What am i to do? I feel so guilty of doing good, having enough money to pay my bills and feed my children. What would i have done in their situation?Would i be the same?
I dont want them to feel bad. And then again, thats exactly what feelings they provoke you to feel. That makes me and everybody else give.
How is it on here? Are there anyone from any of these countries online here?
I feel so awkward about it all.

Well, all i can say is you can choose to give them something alot more useful than money. You know, you can give them food, clothes, drinks. But sometimes giving money is not that advisable because they use it for some purpose like gambling. So i don't recommend giving them money. Might as well provide them more of their needs everyday.
