Do you think the child should stay with her or him?

Okay now the two of them are going to let each other go but her kids will stay with her older kids most of them are gone anyways, and his is only a baby he is 15 almost16 months old and he only has been around her all his life. He calls her moma and he cries when she isnt around. She love him as if he is her own but she didnt really have him. He is her step child. Now the ? is who should he live with now? This is going to be hard on both of them but worse on the baby because the baby is close to both of them.
All of them love each other so much.

Hard question really but indeed in general I would say the 'real' parent. But here, if I understand it well, the step child has been with the step mother all his life? In that case I would say the bond between the step mother and child are as strong as they would have been with a real mother. from the child's point of view at this age there is no other mother.

It's a tough question when it comes to stepkids. Not too long ago the gut reaction of most people would be to say the "real" parent should get the child, but it's no longer that easy.
Honestly I think it would be cruel to say a child could no longer see a stepparent at all if there was a divorce, but I'm not sure I'd be willing to say that she should get custody either. In this situation, joint custody is the only thing I can see that would be fair, or at least a very good visitation rights schedule.
