Freeware: Kompozer, Amaya and many others.. Comercial: Dreamweaver, Expression Web, FrontPage. You can use MS Word or OpenOffice word processors and save the document as HTML and put it to the server to host it.

you can try front page. Its easy to use. or you can use coffeecup. I used it before. It has nice gui interface plus shortcut to codes you usually use. It looks like dream weaver but easier to understand. Sorry but you have to pay for it... anyway, i suggest you try the trial version for 1 month.
