does scanty dressing attract eyes?

it is a common happening that when a girl in scanty dresses passes by eyes of men,rit from 12 to 60 or 80 ,turn that way.
now i wud like to know if that is why girls prefer these or if it is comfortable.

ya i think this a real fact. but how many r really using this as a medium ?thats not a sure shot because its a culture now.
