definitely the IITs have to be the best then followed by the RECs , one BITS pillani is also good besides there are loads of them in maharashtra and karnataka

frst IITs nd then NIT Allahabad, Surathkal, Trichy nd Warangal.....these r the best engg colleges of the country...nd cant compare wid others

Obviously first comes all the IIT'S and after that BIT,DCE AND comes NIT'S.
