I want to know which is the best photo editting software because I have to edit my photos for online submission of various competitive exams.

I also think Adobe Photoshop 7.0 is the best as I use it regularly and it has got no problem.

You can get Adobe Photoshop, I heard that was nice. If you have XP and download Adobe's PDF Reader you can download a free version of Adobe Photoshop (that doesn't have all the option of the commercial software), but it is nice and I use it from time to time to edit photos. Have a nice day. Pablo
