Unfair work situation-what do you think?

My mother really loves her job-she works in a nursing home. She's so happy there except for one thing. Everyone helps each other out-no one goes on a break until everyone's finished their work-even if you have to help other people. You see, every morning most of the workers start 15 minutes earlier (unpaid) than their rostered start time-just to get ahead and get a bit of extra work done. Sure they sometimes make up for it on their lunch break but not all the time. I said to my mother "doesn't this bother you?" I know for sure there's no way I'd be working for free. Maybe every once in a while but NOT every day. My point is, she was thinking about bringing it up at the next staff meeting but she's too worried about coming across as a whinger. i can see where she's coming from, but i think this is really unfair. What do you all think?

well, there really not breaking any rules are they? there actually doing more work correct? because if so, i highly doubt other people would want to stop them from being productive. but i feel that the break thing is a little lame
