giving power to people in grass root

hi every one I live in india. Here everybody who matter particularly in politics say give power to poor. Is it really possible that a poor man with no or very little education can handle complex thing like power ? Can he deliver justice to the needy. Is it not our duty to give education first. Good living condition.
