Speed Bumps/Sleeping Police Men good/bad idea?

Im sat at my computer by the window which looks out onto a road. after hearing a car screach i looked out to see a car speed over the speed bump/sleeping police man so fast the bottom of the car scraped along the road. This is something i often see from my window and all around town it makes me wounder are these things really a road safety measure put there to stop cars from speeding? or are they putting more people at risk? What do you think?

i consider speed bump as road disaster, its making our travel un comfortable and in my country indonesia, you will see many road bumps and i think this cause traffic jam also. some time road bumps are also worthfull to prevent people to going on road on high speed in residental area.

I live in a residental area and every road around this area has speed bumps. most cars i see go over them at speed. Thankfully i have not yet seen a acciedent on my street but have else were in my town due to drivers going to fast over a speed bump. I have 2 children which love to play outdoors i dont allow them to go any where near the road due the carelessness of some drivers. Thankfully we have a private carpark outside our home which is safe for them to play in. So i dont think speed bumps are good for residental areas
