... when your girlfriend says she love you, then look at you as if expecting you to say it back, but you are not ready to say it to her?

say her that u like her very much but as a friend,u are not in love with her,say u r not ready for this relationship now,i hope she would understand your feelings

Be frank. If you do not have the same feeling towards her, just apologise? She will understand. If she truly loves, she will wait. =)

It's better to be honest with your girlfriend. Tell her you're not ready to say those words and the reason why you're not ready. If I was in her shoes I would feel really hurt and depressed. I hope it works out for both of you. Just be honest. Hope this helps = )
