How to restore the U.N.?

This thread is to discuss the means in which we can restore the now seemingly weak and corrupt United Nations to its proper place in world affairs.
In my view, this must include:
1) Democratically elected representative(s) from member states
2) Incorporation or close working relationship with the International Criminal Court
3) Sufficient funds to support its own armed peacekeeping force outside the jurisdiction of any one nation
4) Ability to levy its own taxes to support the above
Now I imagine this should generate a whole flurry of discussion (that's the point). The most important issue I see in beginning this process is finding a means of government immune to corruption and/or coercion by member states, politicians, or anyone else.
Basically, we need a way to make sure neither the United States nor any other nation is capable--either militarily or economically--of taking unilateral action on any global issue ever again.

Well did you notice something
that it is usually US which in the shoes of UN does every and anything to interfere in every issue
Sometimes a certain issue are personal and its better for them to stay away
