why traffic laws/rules are enforced at whim of enforcing authorities personnel?

Many laws /rules are seen to be enforced by police at there whim.How legal system allows it to be anforced partially
like masterkey to public pockets?
1) wearing helmet on twwo wheelers by both riders
2) wearing seat belts in car
3) one way
4) no parking
