that has happened to me before and I did a lot of things:
formatted my hardrive
took apart my pc and re-assembled it
my last option was to have another winxp cd.
I remember that using a different winxp installer cd was what solved my problem.

May be his processor is getting very much heated due to improper cooling.Ask him to check if cooking fans are working .There should be some hardware problem.let me know whats the prob.

Do one thing..this might work.
Completely format the drive where the XP is to be installed so that all the previous contents including the old installed XP files are erased. Then go for the installation of a fresh copy of XP..As far as configuration is concerned there is no problem in it.Let me know if it works or not.You can mail me on subhra2jyoti@rediffmail.com

if you use the windows disk to do a format it doesnt actually wipe the hard drive. all this does is over-write the first block so you can wrote over the top of what was there before{if u catch my drift} what you want to try is a LOW LEVEL format which will erase everything. now it takes approxamatly an hour depending on the size of the hard drive. try to search for pc check version 5 on the internet not will have the software u need

This is strange... he is not able to install WinXP? Is it a clean install on a clean hard disk? Or is he trying to re-install windows?
Re-installing windows when there are already things in the PC does not always work. You might have to resort to a formating. Format your hard disk (format c:) then do a clean install from scratch.
Remember to backup your data before formatting though - formatting is irreversible!!
The problem might also lie with the disk. If it is an original WinXP, maybe you can approach the shop for an exchange. Otherwise... *ahem*
