"plus", "munus" rating

As a new user, when i went through all mylot rules and other pages, i read there as i have to rate the responses as "+", "-", "!" like that.
My doubt is whether i have to mark this only the response for my discussion's responses or other's responses also if it attracts me.
Because when i am responding the others discussion i found their as very nice points has been mentioned previous to my response by other member.
In case if i mark that as "+" rate, is it help full for that friend, or is it not allowed?
Please clarify my (senior in mylot) friends. because you may have more experience know.

Any time you see a rating box you can rate the respose. Remeber that when you are asking someones opinion that just because they dont agree with you doesnt mean you should give a - rate. I only give a- when someone doesnt answer the q I ask and is only responding to add up thier numbers. You do not HAVE to rate everyone but yes it does help them. You see the star above some users avatars ? That is what they have been rated. A blue tan is very good and it means you have a lot of good ratings, If you have a lower number that means you havent been here to long or that you have a lot of negative - ratings.
