Why do cartoon characters have big eyes.

my cousin told me yesterday why those cartoon characters have big eyes, even though most of the anime are made from Japan, and we all know that Japanese have small eyes..

ive wondered about that myself. a friend told me once that it is because most japanese want big eyes like other races have. i dont know how true that might be but its what i have heard.
