Do unruly children affect you?

Okay folks, I am shopping early today, and there is a woman with a toddler in her shopping cart not far from where I am browsing. This kid is obviously past due for a nap.
THe child is red-faced from crying so hard and all I hear between bellows is "I wanna go home." The mother keeps trying to comfort her child by stating just a few more minutes is all it wiil take her and continues to shop without even looking at the child.
I moved to another area of the store, from which I need nothing just to avoid the chaos of the women's dept. Wouldn;t you know it, the mother finds her way to me in the back of the store in the pet department (nearly 10 minutes later!) The child looks worse than before, as he has worked up a sweat.
I slowly meander back to the women's department so that I may browse in peace. I finally found what I had been searching for (lol...not a needed item!) and make my way to check out. I can hear the child and it sounds as if they are heading my way. I am hoping the cashier will hurry before the noise gets too much closer. She did. I left.
Then this evening, I go out for dinner with friends at the local Italian restaurant (fairly expensive). There are two out-of-control children here. They refuse to listen to their parents and are very social, greeting anyone who makes eye contact.
The parents keep apologizing and eventually give up trying to collect their children to their table. THe kids wander aimlessly throughout the restaurant with their parents' close eye on them.
What is wrong with people nowadays? If my child had been acting like any of these children I encountered today, I would have nearly lost it! I remember many shopping trips cut short and many meals spent out in the darn car all because my children were unruly. I just couldn't bring myself to subject others to their nonsense.
Do parents not try to be considerate anymore?

Honestly i wouldent care at all about how it effects others. What i would care about is what is going on with my child! My poor little child, tired and probably hungry. That is who is the victem in this. Thats not an unruly child.. thats an over tired child who needs a rest... that poor little baby. I dont understand how a parent could do that to their child!
