Pls Help me (web portal)

a few days ago, I want to find some information about a product I know the supplier, location but don't remember they's phone No. So I called our local information service to ask about they Phone No. But when I called the no that they give to me. It's a wrong No (The Supplier already move to a new place with new Phone No). And This is not the 1st time. I realize that the update from our local Information service and Yellow pages is quite slow. Then I got an Idea to create a portal (for local city only). I'm not going to put all data in there (will take time and sound impossible). But I will only update some important phone No maybe depend on user request. I'm not expert in web design, so first I will ask for you opinion about this, or maybe you have some information that can help me on this, I will appreciate it.
