Is there any difference between "good english" and "proper english" ???

I don't think that there is a difference. If it's properly spelled and grammatically correct, then it's both good and proper in my opinion.

thanx for commenting....I feel proper english means the grammtically correct ones, and the good english is that which one understands easily..it means even a common man should understand what you want to say instantly...
