It depends. Each animal has their own personality.I have owned cats AND dogs my entire life.(47 yrs.,thanks mom!)You can raise each animal the same exact way but they never all turn out the same.Know what I mean?

My cat is most deffiantly. Actually every cat i ever had growing up, my cats now, and my mothers cat are all far more affectionate then any dog we have ever had, and ive had at least 10 cats growing up, ive had about 8 in my home sence moving out, ive had 4 dogs sence moving out and 4 dogs growing up.
My cat now has to sleep on me, literally touching me. If i move without her, she runs for me crying. She sleeps on my chest, or in my lap. She is very much a love bug. She even grooms me, and she can lick my hair for hours without stopping if i let her, she adores it for some reason hehe.
Never ever had a dog that wanted as much attention as she does, or my moms cat for that matter.

i think dogs can be more affectionate...but it almost seems like u can kinda talk to a cat, but somes dogs are like that too. dogs can be really friendly and so can cats, thats a hard question. all animals are different. they have different personalities.
