What is your take? He likes me he likes me not?

I've just met this guy. Known for 3 weeks. I live a fairly active life and so does he. It seems like a hassle for us to meet. He cancels on me then I'm forced to arranged a time when I have to cancel on him. I'm wondering if he's really busy or just not that into me.
Tonight I was going to meet him and my friends at Madri Gras, something he's not really into. He says yes but then says no.
What do you think? Do you reckon he's waiting for me to make the next move?

That's hard to say. But back up, you said that when he cancels on you it forces you to arrange a time to cancel on him. Maybe he thinks you're not interested in him. Did he give a reason for canceling your plans for Mardi Gras? Do you think that he's worth your time?

Either
1) He is playing hard to get
or
2) He doesn't like you (if he has flaked on you 2 long)

I think you should try to arrange for the two of you to meet. Try taking the initiative and see if he'll say yes and come or not.
If he does, great, but if he says no again, either he is really busy, scared/nervous that things will go wrong or he's not sure of what he wants.
From what he seems to be doing, he keeps changing his mind. I'd say he doesn't know what he wants so yes, try taking the initiative.
