Can anyone tell me the best time to consume supplements? Is it in the morning or at night? For women who are taking EPOs, when do you normally consume them?

It could quite depend on the type of supplement - when you buy them from e.g. GNC, just ask the staff. They are quite knowledgeable and helpful from my experience.
As a rule of thumb, if it is something found in food e.g. vitamin c, take it with food. If it is something like say gingo bilobla that is herby, take it on an empty stomach. Things like green barley, you can take it any time.. so it is still better to ask when you buy.
I tried to find a link that explains this more clearly but it eludes me now. I see your post has been unanswered for quite some time so I thought I would just chip in. Maybe someone else can help you better at this. :/
