Why cant programers...program?

I read and i believe because it happens also to me:
there is a research saying that is a fact that 199 out of 200 applicants for every programming job can't and i repeat it: they cant write any code whatsoever.
So it looks like there are many programmers out there/here who can't write a simple program.
Why does it happens? is a education system problem or ?
