Do ALL countries require Auto Insurance and Plates??

I just had to renew my plates and pay my car insurance and its really expensive. I was just curious if this is something done around the world or if its only in our money hungry country. I would rather have a root canal than to go to the secretary of state..lol. Is this something everybody everywhere pays or just here?
